At the Ministry of Sustainability and the Environment (MSE)'s Committee of Supply debate on 3 and 4 March 2026, Minister Grace Fu, Senior Ministers of State Dr Janil Puthucheary and Mr Zaqy Mohamad, and Senior Parliamentary Secretary Goh Han Yan shared the Ministry's key initiatives in creating a clean, green, and resilient shared Singapore.

OUR FOCUS AREAS
In support of the Year of Climate Adaptation, MSE Family (MSE, NEA, PUB and SFA) will focus on three key areas:
Strengthening our Climate Resilience
Developing Singapore's 1st National Adaptation Plan
We will engage stakeholders to develop Singapore's first National Adaptation Plan - a long-term strategy to protect our people, homes, businesses and communities from rising temperatures, flooding, and extreme weather. We welcome Singaporeans to contribute ideas to help shape Singapore's climate response.
Building Heat Resilience
We will establish a new Heat Resilience Policy Office under MSE to coordinate whole-of-government heat resilience efforts, advance relevant research and development, and collaborate internationally on heat adaptation.
Advancing our Coastal Protection Strategy
As a highly urbanised, densely populated and low-lying coastal city with abundant rainfall, it is a priority to strengthen Singapore's resilience against both inland and coastal flooding.
Since 2021, we have embarked on coastal protection Site-Specific Studies (SSS) which take into account the vulnerability of the coastline and to dovetail coastal protection works with planned developments so that each segment of the coastline has tailored solutions that suit local characteristics.
We have recently completed conceptual studies for the City-East Coast (Greater Southern Waterfront and Changi), and North-west Coast from Tuas to Lim Chu Kang. We will commence SSS for Sentosa and South-west Coast in 2026.
To ensure a continuous line of coastal defence around Singapore, the Coastal Protection Bill (CPB) has been introduced in February 2026, to clarify stakeholder responsibilities and ensure compliance with coastal protection standards.
Enhancing our Water Resilience
We will continue to enhance our weather-resilient National Taps to meet Singapore's long-term needs. This includes expanding our used water treatment and NEWater production capacity, and exploring a new desalination plant.
Bolstering our Food Supply Resilience - Singapore Food Story 2
Singapore imports more than 90% of our food which makes us particularly vulnerable to external shocks and supply chain disruptions caused by climate change, disease outbreaks and geopolitical developments. Our Singapore Food Story 2 is a comprehensive set of four pillars that work together to deal with different types of disruptions and ensure Singaporeans continue to have access to food.
Diversify Imports - We source our food from as widely as possible - from multiple sources. This allows us to pivot easily during supply disruptions.
Grow Local - Growing local provides us with an assured and regenerative source of fresh food. This can serve as a buffer supply when imports are disrupted. "We are focusing on fibre and protein types that can be scaled efficiently in Singapore. Our focus is on increasing farm productivity and competitiveness. We have been working with farms and industry stakeholders, and have seen increasing productivity and greater offtake of local produce.
Stockpile - We must stockpile essential food items to ensure we can withstand unforeseen or prolonged disruption to our food imports. We work closely with the industry to maintain stockpiles of the three food groups, focusing on items that have longer shelf-life:
Carbohydrates - Rice
Protein - Frozen protein
Fibre - Canned vegetables
Global Partnerships - Food supply chains are getting increasingly complex, stretching across borders. If a disruption happens, we want assured food supply to continue flowing. We are strengthening Government to Government relations with other countries to keep food supply flowing.
