COP30 Singapore Pavilion Closing Ceremony - Ms Grace Fu

Speech by Ms Grace Fu, Minister for Sustainanility and the Environment and Minister-in-charge of Trade Relations at the COP30 Singapore Pavilion Closing Ceremony on 22 Nov 2025.
A big thank you to our partners, our speakers, our volunteers, our contractors, all my colleagues and the entire TEAM Singapore delegation for your hard work over the last two weeks. It’s time for us to call COP30 to a close. However, unlike in the past where we have a customary closing ceremony to thank everybody, unfortunately this year, we have to do something different because of what happened yesterday. As you can see, the Singapore Pavilion is intact, but we are unable to hold any events there. So instead, I am sending this message to all our friends and participants, that as COP30 draws to a close, we should reflect with deep appreciation on another successful year of the Singapore Pavilion.
The road to Belem has presented many challenges, yet we saw so many people making the journey here, fly more than 30 hours, and crossing many hurdles to be with us, and to really be the focal point for climate action. This sends an unequivocal message that the global community is mobilising for ambitious action, and not settling for status quo.
Over the past two weeks, the Singapore Pavilion has had the honour to welcome over 8,000 visitors here in Belem and 30,000 unique online visitors. We are proud to have served as a vibrant hub for meaningful climate action and collaboration.
Allow me to share some key milestones Singapore has achieved at this COP.
The MAS completed an important milestone on transition credits by publishing the TRACTION report.
On carbon market, we made significant progress in our Implementation Agreements with Bhutan and Thailand, giving project developers the signal to start working on carbon credits in these 2 countries. We have also expanded our network of partnerships with the signing of a Memorandum of Understanding (MOU) with Malawi.
We have also substantially concluded our negotiation of an MOU with Brazil, although the signing was disrupted yesterday.
Alongside our climate finance initiatives, we recognise the importance of adaptation and resilience. At this COP, we demonstrated our commitment to translating policy into practice by joining the COP30 Presidency’s Beat the Heat initiative. Singapore is proud to support global capacity-building efforts through training workshops focused on heat resilience and sustainable cooling solutions for cities worldwide.
As we reflect upon TeamSingapore’s contribution, it became clear that international cooperation can deliver results. The partnerships established and frameworks agreed upon here must now be operationalised through concrete policies and programmes and scale.
As we depart from Belém, the true test of our efforts begins. And we look forward to working with all our partners on climate action even as we say goodbye to another COP.
