33 F&B Outlets and 31 Individuals Penalised for Breaching Safe Management Measures

Operators and members of the public reminded to observe safe management measures for the year-end period

As we approach the year-end period, agencies will be stepping up enforcement at Food and Beverage (F&B) outlets. This will include nightlife establishments which have pivoted to F&B. With the emergence of the Omicron variant, we urge all Singaporeans not to let our guard down but to remain vigilant. We seek everyone's cooperation to continue to exercise social responsibility and rigorously observe safe management measures (SMMs) so as to keep Singapore safe.

Breaches at F&B Premises

2 Since 1 December 2021, 22 F&B outlets were ordered to close for SMM and Vaccination Differentiated SMMs (VDS) breaches such as failing to ensure that customers adhere to the permitted group size, failing to ensure a safe distance of at least 1 metre between groups of customers, and failing to minimise interaction between staff and customers.

3 11 other F&B outlets and 31 individuals were issued composition fines for various SMM and VDS breaches. These included allowing music videos to be played within premises, failing to ensure a safe distance of at least 1 metre between seated customers, gathering in groups larger than the permitted size, and mask-related offences. Please refer to Annex A for details of offences, and Annex B for photos.

4 Strict compliance with SMMs (including VDS) is critical for everyone's safety, particularly amid the global risk of the Omicron variant. During the year-end festive period, agencies will step up checks on F&B outlets to ensure that VDS and SMMs are strictly adhered to. Firm enforcement action will be taken against operators and individuals who do not comply with SMMs, including the proper wearing of masks. Enforcement action can be as severe as prosecution and the revocation of licences.

Breaches at parks and beaches

5 A total of 40 individuals' particulars were taken from 1 to 13 December 2021 in parks and beaches managed by the National Parks Board (NParks), for gathering in groups larger than the permitted limit. In one such case, NParks will be taking enforcement actions against a group of 22 individuals who were found playing soccer at Bishan-Ang Mo Kio Park.

6 All campsites and barbecue pits in NParks-managed parks and gardens remain closed. NParks will temporarily close access to some parks, sections of lawns, and facilities – such as lawns, hard courts, shelters and car parks – when these areas get too crowded or where users remain non-compliant with SMMs. This is necessary to ensure that the parks remain safe for everyone.

7 Members of the public are advised to check the Safe Distance @ Parks portal (safedistparks.nparks.gov.sg) for the latest updates on visitorship levels before heading to parks. We request all park visitors to be socially responsible and observe SMMs. These include keeping to the permitted group size, and wearing a mask except when engaging in strenuous exercises or consuming food, drink or medication.

Staying Vigilant During the Year-End Period

8 As we spend time with loved ones and friends this festive period, we urge everyone to take individual responsibility and exercise socially responsible behaviour. This is to protect their own health and that of others, amid the emerging threat of the Omicron variant. Please remain vigilant, observe SMMs, and avoid hotspots where possible. Seniors are urged to stay home, avoid crowded places, and go out only for essential activities over the next few weeks. Those who feel unwell or are sick should seek medical attention and stay home.

ANNEX A

F&B PREMISES ORDERED TO CLOSE FOR BREACHING SAFE MANAGEMENT MEASURES

(*indicates a nightlife establishment which has pivoted to F&B operations and allowed to resume operations after implementing additional SMMs and passing inspections)

  1. Akimitsu (68 Orchard Road, #04-65, Plaza Singapura)failed to ensure safe distancing of at least 1 metre between groups of customers on multiple occasions. Enterprise Singapore (ESG) issued an order requiring the operator to close for 10 days from 15 to 24 December 2021 (both dates inclusive).

  2. Am Thuc Vietnam (No.44 Foch Road #01-01) failed to ensure safe distancing of at least 1 metre between seated customers and allowed diners to consume alcohol after 10.30pm. The Singapore Land Authority (SLA) issued an order that required the operator to close for 10 days from 16 to 25 December 2021 (both dates inclusive).

  3. *ANZ Entertainment LLP (17 Keong Saik Road) failed to minimise physical interaction between customers and staff. The Singapore Tourism Board (STB) issued an order that required the operator to close for 10 days from 12 to 21 December (both dates inclusive).

  4. Club MX (401 Macpherson Road #02-22/29, Macpherson Mall) failed to ensure that groups of diners did not exceed the maximum permitted group size. It also allowed customers to play pool. The Singapore Food Agency (SFA) has issued an order requiring the operator to close for 10 days from 16 to 25 December 2021 (both dates inclusive).

  5. DD Eatzakaya (37 Smith Street) failed to minimise physical interaction between staff and customers. As the establishment is a repeat offender, STB issued an order that required the operator to close for 20 days from 4 to 23 December 2021 (both dates inclusive).

  6. Food Junction (9 Bishan Place, #04-1/2E, Junction 8 Shopping Centre) failed to ensure safe distancing of at least 1 metre between groups of customers on multiple occasions. ESG issued an order requiring the operator to close for 10 days from 4 to 13 December 2021 (both dates inclusive).

  7. Gong Yuan Ma La Tang (23 Serangoon Central, #03-17, NEX)failed to ensure safe distancing of at least 1 metre between groups of customers on multiple occasions. ESG issued an order requiring the operator to close for 10 days from 12 to 21 December 2021 (both dates inclusive).

  8. Gram Café & Pancakes (1 Harbourfront Walk, #02-110, Vivo City)failed to ensure safe distancing of at least 1 metre between groups of customers on multiple occasions. ESG issued an order requiring the operator to close for 10 days from 4 to 13 December 2021 (both dates inclusive).

  9. G-Sports Entertainment (29 Mosque Street) failed to minimise physical interaction between staff and customers. As the establishment is a repeat offender and had obstructed enforcement officers' investigations, STB issued an order that required the operator to close for 30 days from 4 December 2021 to 2 January 2022 (both dates inclusive).

  10. *Havana KTV Night Club (94 Amoy Street) failed to minimise physical interaction between staff and customers and allowed verbal exhortations of goodwill. STB issued an order that required the operator to close for 10 days from 4 to 13 December 2021 (both dates inclusive).

  11. *Havoc (#02-08 Concorde Hotel and Shopping Mall) failed to minimise physical interaction between customers and staff, allowed liquor consumption within its premises past 10.30pm, and provided card games to customers as a form of entertainment. STB issued an order that required the operator to close for 10 days from 11 to 20 December 2021 (both dates inclusive).

  12. *JC Infinite (#02-07 Concorde Hotel and Shopping Mall) failed to minimise physical interaction between customers and staff and provided a self-served buffet on its premises. The establishment also failed to ensure that the interior of the outlet is visible to the public. STB issued an order that required the operator to close for 10 days from 11 to 20 December 2021 (both dates inclusive).

  13. Joo Chiat Fish Soup (151 Joo Chiat Road) allowed intermingling between different groups of customers. The Urban Redevelopment Authority (URA) has issued an order requiring the operator to close for 10 days from 3 to 12 December 2021 (both dates inclusive).

  14. *KSP Pub (No. 241 Jalan Besar) failed to ensure a 1-meter safe distancing between seated customers and provision of dice games. SLA issued an order that required the operator to close for 10 days from 16 to 25 December 2021 (both dates inclusive).

  15. *Overtime Pub (30 Mosque Street) failed to minimise physical interaction between staff and customers, and played music videos within its premises. STB issued an order that required the operator to close for 10 days from 4 to 13 December 2021 (both dates inclusive).

  16. Ramen Nagi (3 Temasek Boulevard, #01-512/513, Suntec City) failed to ensure safe distancing of at least 1 metre between groups of customers on multiple occasions. ESG issued an order requiring the operator to close for 10 days from 4 to 13 December 2021 (both dates inclusive).

  17. Taboo Singapore (57 Duxton Road) delayed the entry of enforcement officers into its premises, failed to implement checks to ensure that only individuals with a cleared vaccination status enter or remain within their premises to consume food or drinks, failed to ensure that groups of diners did not exceed the maximum permitted group size and allowed diners to consume alcohol within the premises after 10.30pm. For the multiple breaches, URA issued an order that required the operator to close for 20 days from 27 November to 16 December 2021 (both dates inclusive).

  18. TCC (2 Orchard Turn, #B2-49, Ion Orchard)failed to ensure safe distancing of at least 1 metre between groups of customers on multiple occasions. ESG issued an order requiring the operator to close for 10 days from 15 to 24 December 2021 (both dates inclusive).

  19. Violet Oon Singapore (2 Orchard Turn, #03-22/28/29 ION Orchard)failed to ensure safe distancing of at least 1 metre between groups of customers on multiple occasions. ESG issued an order requiring the operator to close for 10 days from 15 to 24 December 2021 (both dates inclusive).

  20. Wingstop (1 Harbourfront Walk, #02-143, Vivo City)failed to ensure safe distancing of at least 1 metre between groups of customers on multiple occasions. ESG issued an order requiring the operator to close for 10 days from 12 to 21 December 2021 (both dates inclusive).

  21. Ya Kun Kaya Café (101 Upper Cross Street, Level 1 Atrium,People's Park Centre)failed to ensure safe distancing of at least 1 metre between groups of customers on multiple occasions. ESG issued an order requiring the operator to close for 10 days from 12 to 21 December 2021 (both dates inclusive).

  22. Zoey's Diner (1 Sengkang Square, #01-01, Compass One) failed to ensure safe distancing of at least 1 metre between groups of customers on multiple occasions. ESG issued an order requiring the operator to close for 10 days from 4 to 13 December 2021 (both dates inclusive).

F&B PREMISES FINED FOR BREACHING SAFE MANAGEMENT MEASURES

  1. Abilah Private Limited (No.672 Geylang Road) was fined $1,000 for failing to ensure safe distancing of at least 1 metre between seated customers .

  2. Chatramue (Paya Lebar Road, #01-38, PLQ Mall)was fined $1,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.

  3. Gado & Grill (60 Paya Lebar Road, #B1-08, Paya Lebar Square) was fined $1,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.

  4. Hot Tomato Steakhouse (107 North Bridge Road, #B1-24, Funan) was fined $1,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.

  5. Seorae Korean Charcoal BBQ (4 Tampines Central 5, #B1-02, Tampines Mall)was fined $1,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.

  6. Shi Li Fang (3 Simei Street 6, #02-04, Eastpoint Mall) was fined $1,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.

  7. Tamago En (1 Woodlands Square, #B1-19, Causeway Point) was fined $1,000 for failingto ensure safe distancing of at least 1 metre between groups of customers.

  8. The Coffee Bean & Tea Leaf (2 Tampines Central 5, #01-19, Century Square) was fined $1,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.

  9. White Bar (1 Rochor Canal Road, #03-74, Sim Lim Square)was fined $1,000 for permitting music videos to be played at its premises.

  10. Yakiniku Like (10 Paya Lebar Road, #B1-28, PLQ Mall) was fined $1,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.

  11. Yi Zun Noodle (60 Joo Chiat Road #01-08/09)was fined $1,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.
