Singapore and Viet Nam sign Memorandum of Cooperation on Rice Trade

- Singapore and Viet Nam signed a Memorandum of Cooperation (MOC) on Rice Trade on 30 October 2025, on the sidelines of the APEC Economic Leaders Week in Gyeongju, Republic of Korea. The MOC was signed by Singapore’s Minister for Sustainability and the Environment and Minister-in-Charge of Trade Relations Grace Fu, and Viet Nam’s Minister of Industry and Trade Nguyen Hong Dien. 
- The MOC lays a solid foundation for promoting stable and sustainable rice trade, contributing to strengthening bilateral food security including through avoiding unnecessary trade restrictions. Under the MOC, Viet Nam will support the unimpeded export of a mutually agreed quantity of rice to Singapore on agreed terms, upon request by the Government of Singapore. 
- Minister Fu said, “This is Singapore’s first Memorandum of Cooperation on Rice Trade signed with a trading partner, and we are happy to do so with Viet Nam, which is one of Singapore’s largest source countries for rice. As a country that imports over 90% of our food, Singapore is not spared from global food supply disruptions. Securing global and regional partnerships is essential for ensuring a stable supply of rice for Singapore.” 
- Minister Dien said, “Singapore is one of Viet Nam’s leading economic partners and an important market for our country. The signing of the Memorandum of Cooperation on Rice Trade between the two governments marks a concrete step in implementing the Comprehensive Strategic Partnership. It contributes to strengthening the connectivity between two economies and lays a solid foundation for stable and sustainable collaboration in the rice trade sector amid the unpredictable developments of the global market. Enhancing rice trade cooperation between Viet Nam and Singapore is also a tangible demonstration of our joint efforts to ensure supply chain resilience and food security within ASEAN. In the time ahead, we hope that the competent authorities of both sides will continue to work closely together to further expand the supply of prestigious, high-quality Vietnamese agricultural and food products to the Singaporean market.”
