Written Reply to Parliamentary Question on Compliance with Public Cleaning Contracts by Ms Grace Fu, Minister for Sustainability and the Environment.
Question:
Mr Edward Chia Bing Hui: To ask the Minister for Sustainability and the Environment (a) how does NEA monitor public cleaning contractors for compliance with contractual cleaning frequency and standards; (b) whether cleaning quality and outcomes are systematically assessed in addition to schedule compliance; and (c) what enforcement or corrective actions are taken for non-compliance.
Answer:
The National Environment Agency (NEA) monitors public cleaning contractors through regular physical audits and remote monitoring, complemented by video analytics. NEA also regularly assesses the cleaning quality and outcomes of public cleaning contractors. The cleaning frequency of public areas may be adjusted to account for the cleaning needs of individual areas and the time of year, in order to achieve the desired cleanliness outcomes. Where non-compliance or service lapses are identified, the cleaning contractors will be issued default points that translate into financial penalties.
