Written Reply to Parliamentary Question on non-compliant Public Waste Collectors, and collection delays for recycling in Pasir Ris-Bedok, by Ms Grace Fu, Minister for Sustainability and the Environment.
Questions:
Ms Valerie Lee. To ask the Minister for Sustainability and the Environment (a) what are the enforcement actions taken by the National Environment Agency against public waste collectors which fail to meet their collection schedule for domestic premises; and (b) since 2024, how often have recycling collection been late for the Pasir Ris-Bedok sector.
Answer:
Public Waste Collectors (PWCs) are required to meet licensing conditions, which include daily collection of refuse and up to thrice a week collection of recyclables. The National Environment Agency (NEA) imposes financial penalties for non-compliance, such as failure to collect recyclables on scheduled days without valid reasons.
For the Pasir Ris-Bedok sector, the PWC is required to collect recyclables thrice a week for 660-litre recycling bins and once a week for 2,200-litre side loader bins. Our records show that there have been no missed collections of recyclables since 2024.
On top of the regular collection schedule, NEA has also been working with PWCs to increase the collection frequency of refuse and recyclables during periods such as festive seasons.
