Written Reply to Parliamentary Question on Littering

Question:

Mr Dennis Tan Lip Fong: To ask the Minister for Sustainability and the Environment (a) whether Government data indicates that littering in Singapore has increased in recent years; (b) whether existing data is sufficient to assess trends in littering levels; and (c) what further measures are being considered to strengthen enforcement, public education, community stewardship and data collection on littering.

Answer:

The number of enforcement actions taken by the National Environment Agency (NEA) against ground littering offences has decreased in recent years, from about 18,700 in 2023 to 13,300 in 2025. NEA also uses other data points such as ground observations and public feedback to understand trends in public cleanliness and address persistent cleanliness hotspots.

NEA works with partners, such as residents, community leaders, Town Councils and schools to foster collective action and social responsibility for keeping our public spaces clean. This includes outreach by volunteers at mass events and community clean-ups led by NEA’s Clean & Green Singapore Ambassadors. The Public Hygiene Council (PHC) complements these efforts through driving the Keep Singapore Clean movement, campaign and programmes to rally the community and stakeholders to raise public hygiene and cleanliness standards.
