Written Reply to Parliamentary Question on Smoking at Rooftop Gardens

Question:

To ask the Minister for Sustainability and the Environment (a) whether the Ministry will consider designating all rooftop gardens, including those built above multi-storey car parks and connecting residential blocks within HDB Estates, as no-smoking areas, as these communal common areas serve the same purpose as playgrounds and parks currently designated as no-smoking areas; and (b) if not, what are the reasons.

Answer:

1. The National Environment Agency takes a pragmatic approach in identifying smoking-prohibited places, prioritising factors such as high footfall, frequent use by families, or enclosed spaces. Smoking is prohibited in common areas within residential buildings, including rooftop gardens located within or connected to residential buildings as these are more likely to be frequented by residents. While smoking is not prohibited on rooftop gardens above multi-storey car parks, my Ministry will consider the Member’s suggestion as we continue to review the smoking prohibition regulations.
